    Petitioner (Plaintiff), has significant mental health issues, and is suspected of medically abusing our daughter, he has been diagnosed with Factitious Disorder. Petitioner also has a criminal history, has a history of pathological lying, and has a long documented history of partner abuse: coercive control, financial and emotional abuse. Respondent (Defendant) has no criminal history, is recognized as an active member of the community. Has a constant work history, good financial standing (when not married to Petitioner). Respondent left WI in February 2016, during pending homelessness and spousal separation, to their home state of PA. Petitioner used the WI family court to force children to be returned. Respondent lost all custody and physical placement temporarily. At the time of divorce, Respondent and Petitioner given 50/50 custody, and 60/40 placement. No criminal, medical, or mental health records were used as evidence. In late 2019, Petitioner submitted a motion to modify custody and placement, with both the Petitioner and the Respondent requesting sole legal custody. In January, 2020, the Petitioner caused a vehicle crash with both minor children involved. Petitioner is awaiting criminal charges, but no alteration in custody or placement have been made. The custody hearing is scheduled for July, 2020.
