    I request the filing of an amicus curie Statement of Interest under 28 U.S.C. § 517 (2014), in support of my Petition for Appeal to the Supreme Court of Virginia in Isidoro Rodriguez v. The General Assembly of the Commonwealth of Virginia (Ex. A), and in support of my Amended Petition for Writ of Mandamus and Prohibition in Isidoro Rodriguez v. Virginia State Bar Disciplinary Board, the Fairfax County Circuit Court Docket No. 2018-16433 (Ex B) (See http://www.isidororodriguez.com). This request under 28 U.S.C. § 517 (2014), and the above civil suits relate directly to both of your current investigation into the Washington D.C./Virginia Oligarchy of government attorneys acts outside of authority and their claim of “impunity” for violation of the mandate of separation of power, as well as checks and balances.
    Therefore the request for the filing of an amicus curie Statement of Interest is based upon the Federal interest to “guarantee to every State in this Union a Republican Form of Government,” under Article Four, Section 4, Clause 1 of the United States Constitution, and to secure a common law trial by jury or empanel a Special Grand Jury to investigate the evidence of illegal acts, and to ensure that “justice is applied fairly” (Emphasis added, Martin v. City of Boise, No. 09-cv-540-REB (D. Idaho Sept. 28, 2015), ECF No. 276, 2015 WL 5708586. Statement of Interest at 5 note 23)

    The evidence and admissions in the Virginia actions confirm that Federal and Virginia government attorneys, employees, and judges have acted outside the scope of employment, outside the sphere of legitimate legislative activity by enacting ex post facto legislation, and outside of judicial authority to “conform” VA Code surreally to illegal Court Rules that established retroactively a centralized illegal “parallel” attorney disciplinary system under the court’s control in violation of the Common Law, the Constitution of Virginia and VA Code. Thus these official have “[resisted] the execution of the laws under color of authority” by a Class 2 felony VA Code§§ 18.2 481 & 482 and undertook a business conspiracy in violation of VA Code and Federal statute (See Isidoro Rodriguez, Esq., v. Jane/John Does of the Virginia State Bar Disciplinary Board, et al., U.S. Dist. Ct. E.D. VA 12 cv 663 JAB (April 12, 2013), aff’d 4th Cir USCA No 13-1638 (Nov. 2013); See also Isidoro Rodriguez, Esq. v. Editor-in-Chief, Legal Times, Washington Post, et al., DC Dist. Ct.     Thus, this Petition under 28 U.S.C. § 517 (2014), is appropriate to secure the right of the citizens of Virginia of access to an impartial common law jury trial, Special Grand Jury to investigate Federal and Virginia government attorneys, employees and judges willful violations of the limitation and prohibition of the Constitution of the Commonwealth of Virginia, VA Code, and the Void Ab Initio Order Doctrine during the administrations of Democrat Governors Mark Warner, Democrat Tim Kaine, “Establishment” Republican Attorney General Kenneth Thomas Cuccinelli II, Democrat Terry McAuliffe, and Democrat Ralph Northam.
